With Governments at all levels across the globe trying to deliver higher order outcomes with financial and supply chain restrictions that have not yet eased post-covid in many instances, a laser focus has been turned on the role of strategic and efficient procurement. Buying smarter, rather than simply cheaper, is the new expectation, and government buyers are now expected to take a  system wide view of procurement requirements and the opportunities they present to deliver on a wide range of government programs and priorities.

Meeting these expectations demands a sophisticated procurement capacity and a framework informed by professionals and supported by contemporary policy, systems and processes.  Governments and their agencies are at different points on that maturity curve, and that is where VFM Advisory can assist.

 

Who are VFM Advisory?

VFM Advisory was established by Glenn Bain shortly after he resigned from his role as General Manager, Commercial Engagement with the ACT Government. Concurrently with undertaking that role, and throughout his previous years establishing and leading Procurement ACT, and Procurement and Capital Works before that, Glenn was the Chair of the Australasian Procurement and Construction Council, and was elected to sit on the Steering Committee for the OECD’s working party of Leading Professionals. HE worked on a number of committees of that working party and was heavily involved in the international effort to addressing modern slavery.

Combined with his tertiary legal and public policy training, and his studies through Cambridge University on Sustainable Procurement,  his national and international experience and access to high level procurement policy contacts across Australia and the world, leave him well placed to provide contemporary and practical advice and development across the gamut of procurement, construction and governance fields.

Some of those contacts make themselves available from time to time to assist with any work VFM Advisory might be doing in their specific field of expertise, or to liaise on development of best practice in their country.

VFM Advisory is set up to provide short-term assignments and consultancies, working on specific policy or procurement exercises, as well as longer term contracts requiring periodic effort such as process or gateway review or assurance work, and mentoring of procurement professionals. VFM Advisory also offers advice to industry sectors or individual suppliers. We have a commitment to potential suppliers to pave the way for a greater range of suppliers, goods and services being considered and taken up by all levels of government.
